This new system of distributing educational material all over the world will never catch on if it is too difficult or expensive to create content. As the founders of WikiPedia® can attest, the best way to create huge volumes of content is to let the users create it themselves. Towards that end, the DEMML� standard is designed so that content can be created using standard, off-the-shelf XML and HTML editing software. One important difference between a wiki and DEMML� is that content on a wiki is not authenticated by a rigorous vetting process. DEMML�, on the other hand, includes a system for certified educators to check content for accuracy and officially vet it before it is put into the distribution system. In order to assure easy adoption by regular users, a great effort has been made to design the standards and systems so that all major tasks � such as authoring, submitting, and vetting � can be accomplished using standard, pre-existing software. However, special purpose software will naturally do a better job. Again, rather than create all of this software directly, one goal of the DEMML� organization will be to promote competition among software developers for the creation of this software as outlined in Objective Nine: Promote the creation of third-party software.
